Large infrastructure investment projects have to identify, describe and valuate alternative areas in a planning and decision process. Economical, social, technical and environmental impacts have to be analysed and valuated. Impacts appear as noise, barrier functions or landscape intrusions on local, regional, and national levels. Environmental impact assessment is fixed by law. Other methods are recommended. This book presents four attainment areas available in infrastructure commissions: (1) evaluation of highway and railway physical intrusion; (2) evaluation of intrusion on national interests; (3) price or quantity restrictions of road traffic effects; and (4) multicriteria analysis in a macroeconomic perspective. To be efficient, valuations have to be connected to economical tools of control.
