The objectives of this paper are: 1) to specify and empirically estimate a trailer on flat car/container on flat car (TOFC/COFC) corporate planning model and 2) demonstrate how the results of the model could be used by the participants in the TOFC/COFC logistics system. In the model, intermodal trailers and containers are a function of real U.S. imports of manufactured goods, the price of TOFC/COFC service relative to the price of truckload motor carrier service, the industrial production index for all manufacturing, and the change in the trade-weighted value of the U.S. dollar. The model has a good fit and the explanatory variables have theoretically expected signs and are statistically significant. The paper also demonstrates how corporate planning staffs can combine the elasticities of the TOFC/COFC model with models of the explanatory variables to forecast and simulate total TOFC/COFC traffic.
