RISKY CARRIER IDENTIFICATION, A STEP IN AVIATION SAFETY IMPROVEMENT
One of the safety measures undertaken by the aviation industry is the identification of risky air carriers. The Safety Assessment of Foreign Aircraft (SAFA) program, initiated by the European Civil Aviation Conference (ECAC) in 1996, identifies airlines that have a lower safety record than is accepted by the International Civil Aviation Organization (ICAO). This paper discusses inspection and assessment methods used to identify risky air carriers, and the operation and results of the SAFA program.
