INTEGRATED MANAGEMENT SYSTEM IN SHIPPING: A FACILITATION TOOL AND A MEANS FOR SHARING RESPONSIBILITY FOR SAFETY WITHIN THE INDUSTRY
This paper shows that the current philosophy of creating rules and regulations for ships leads to rules which are increasingly more detailed, and thus a burden on the shipping industry and those who regulate the rules. It describes a method of regulating which would increase the safety of shipping. The authors prefer a process-oriented approach to rule making. They describe a process-oriented approach, and the positive impact it would have on safety in the shipping industry.
