SPECTRUM ANALYSIS : A NUMBER OF RECENT SUCCESS STORIES IN THE ITS INDUSTRY ARE MASKING A LACK OF UNDERSTANDING AND APPRECIATION OF THE TELECOMMUNICATIONS REGULATORY ENVIRONMENT

This paper takes a look at the telecommunications regulatory environment for Intelligent Transportation Systems (ITS). It focuses on the issue of spectrum allocation and the impact this has on deployment. Efforts by ITS America to stay abreast of FCC-related activities are discussed.
