THE PRICE IS RIGHT FOR ROAD USER CHARGING IN THE UK
This article describes the Trafficflow project which has been assessing the merits of implementing road user charges in several cities in the U.K. It discusses how technology options and commercial and political viability have been examined. Assessment of the potential for a variety of options for the overall design of a road user charging scheme is discussed. An evaluation of the financial effects took into account geographic, demographic and economic issues and included a cost benefit analysis. The value of assessing local political and governmental support is also discussed. Future plans for the project include investigating issues such as public acceptability, financing schemes, and contractual frameworks.
