The ultimate question for this "visioning exercise," indeed for any enterprise is, "what will success look like?" Challenged by a very high bar to success, the authors suggest that for this National Committee enterprise nothing less than a massive redirection of our transportation energies will do. We must take this opportunity, must grasp this moment. Clearly our surface transportation providers must find new energy, new directions in a new vision, one more clearly attuned to customer expectations. The driving mission for our strong, diverse transportation organizations must be to manage all available resources, in contemporary terms, all their assets, towards improved service and the continuing satisfaction of their customers. Advancing such a vision, such a mission is what this paper attempts to do.
