ITS/CVO IN THE NEW MILLENNIUM: THE OPPORTUNITY TO REVOLUTIONIZE COMMERCIAL VEHICLE ADMINISTRATION AND ENFORCEMENT
This paper presents six examples of the types of opportunities presented by new technologies in the area of Intelligent Transportation Systems (ITS)/Commercial Vehicle Operations (CVO). These are not the only such opportunities, nor are they necessarily the best. However, they are believed to be valid concepts and worthy of serious consideration. Briefly, these six examples are as follows: (1) Shifting emphasis from fixed enforcement sites to wide area monitoring; (2) Targeting high-risk carriers; (3) Automating vehicle identification for screening and data collection; (4) Electronic identification of the driver; (5) Moving from manual inspections to automated inspections and/or onboard monitoring; and (6) Moving from adversarial to cooperative enforcement.
