HARMONIZING PLANO'S NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM

As part of "Plano Transportation in the 21st Century," the City of Plano, Texas initiated a professional investigation to develop key transportation strategies in Plano in the 21st Century. The City's Engineering Department retained the services of three review teams comprising three transportation professionals to review the City's: Transportation and Land Use Planning, Organization and Maintenance; Neighborhood Traffic Management Program; and Traffic Signal and Intelligent Transportation Systems, Installation, Management and Maintenance. The Neighborhood Traffic Management Program team examined the written materials used by the City as part of its process to address neighborhood traffic issues and a videotape of a citizen focus group that was assembled by the City to identify issues that are of concern to the community. For two days in March 1999, the review team visited the City of Plano. During this visit, the team heard the City staff describe the current Neighborhood Traffic Management Program and looked at various sites in Plano where traffic calming devices had been or were being installed. The team also reviewed sites in neighboring agencies where traffic calming treatments had been implemented and met with two City Council members to advise them of the team's approach to the evaluation of Plano's Neighborhood Traffic Management Program and to listen to their concerns. The team then interviewed Emergency Response Personnel to hear their evaluation of the impact of traffic calming devices on emergency response times. After completing a review of Plano's Neighborhood Traffic Management Program, the review team developed a number of recommendations which were presented to the Plano City Council, Planning Commission and Traffic Advisory Committee. These recommendations are discussed in detail in this paper.
