FUNDING URBAN INFRASTRUCTURE USING DEVELOPER CHARGES: THE CASE OF SECTION 94 CONTRIBUTIONS AND ROAD FINANCING IN NEW SOUTH WALES
Local Australian government agencies have come under increasing financial pressures and have recently begun financing urban infrastructure, including roads, by means of exactions or developer charges. This article looks at the question of funding roads through developer charges in the Australian state of New South Wales. The focus is on the determination of developer charges by 2 distinct municipalities, namely Eurobodalla Shire Council and Tweed Shire Council. Various methods of improving existing practice are suggested.
