FOLK CRIME REVISITED
The author discusses the nature of traffic law violation based upon recent studies of traffic accidents and traffic violators. He concludes that the basic problem in attempting to control the driver through law or education is that the behavior with problematical consequences is generally due to negligence and not to criminal intent. The most hopeful approach to controlling the unfortunate aspects of motorized life may come from technology, in the form of design improvements for both vehicles and roadways. /Author/
