WHAT'S MINE IS MINE--INDUSTRY BALKS AT BONUS CUT
Surging gas tax revenues to the highway trust fund will provide a $3 billion bonus in 2001 for the federal highway program over the amount guaranteed in the Transportation Equity Act for the 21st Century (TEA-21). However, President Clinton's proposed 2001 transportation budget has the opposition's motor running faster than any natural resource money can buy. The Clinton administration wants to transfer some of the gas tax bonus, approximately $1.3 billion, over to its list of transportation priorities. Those against the plan are trying to block the shipment of funds, arguing that the increase belongs to the states.
