THE RESPONSIBILITIES OF VARIOUS PLAYERS IN THE PLANNING PROCESS FOR URBAN ROAD PROJECTS

One of the five subgroups of the PIARC Committee on Urban Areas (C10) has been studying the roles and responsibilities of various 'players'. This paper describes the evolution of approaches to urban road network development, identifying various players and their roles in recent road projects. It describes new mechanisms to attain fairer decision making and better public involvement in projects. It proposes the exchange of information on new developments and experiences in planning processes in different countries. It examines the current situation of urban road development and the changes of approach to road projects, whose planning has become more complicated by involving a wider range of relevant players. It identifies the roles and responsibilities of various players in a project, mainly in the light of case studies from the work of C10. It finally considers the types of key players, systems, and institutions that will be involved in future road projects. They include: (1) national governments; (2) local governments; (3) road users; (4) public transport operators; (5) regulatory bodies for telecommunications, electricity, water, and gas; (6) the public and local communities; (7) businesses; and (8) pressure groups. Forms of public consultation in the UK, France, the USA, and Germany are considered briefly.
