This paper summarises several sessions of the XXIst World Road Congress in Kuala Lumpur in 1999. The session on effective performance of the road system included coverage of issues, trends and key recommendations. The session of the PIARC Committee on Roads, Transport and Regional Development (C4) considered the environment and public consultations, traffic management and road pricing, transport and mobility, quality of road service, and future topics and issues. The session of the Committee on Flexible Roads (C8) considered recycling, whole-life performance, specifications, quality systems, materials for extremes of traffic and climate, modified binders, and the US Strategic Highway Research Program (SHRP). The session of the Committee on Urban Areas (C10) presented its work and draft conclusions, and debated whether car users should pay for better public transport. The session of the Committee on Earthworks, Drainage, Subgrade (C12) considered environmental geotechnics, technologies for motorway widening, and risk assessment and management. The session of the Committee on Performance of Road Administrations (C15) considered performance measurement, quality, road sector restructuring, and efficient financial resource allocation. The committee on Natural Disaster Reduction (G2) reviewed its activities. Other topics included contract maintenance, and aggregates and sustainable development.
