EUROPEAN STANDARDS FOR WHEELSETS

Two EU Directives cover the railway sector: (1) 93/38 - Government Procurement Directives (14 June 1993); and (2) 96/48 - Interoperability of the Trans-European High Speed Rail System (23 July 1996). Directive 93/38 states that the technical specificaitons used in transport and other contracts shall be based on European Standards, if they exist. Directive 96/48 lays down requirements for planning, building, and operating new rail infrastructure. The Standards required to meet the requirements of both these Directives include the new European Standards for wheelsets that are discussed in this paper. The European Committee for Standardisation (CEN) has assigned rail applications ot Technical Committee T256, whose Sub Committee SC2 is responsible for bogies and wheelsets. SC2 has set up six Working Groups, of which WG11 is responsible for wheels and wheelsets. Three Wheelset Technical Approval Standards are now well advanced: Wheel Technical Approval Draft Standard, Power Axle Design Method (prEN13103), and Non-Power Axle Design Method (prEN13104). Three Wheelset Product Standards have been prepared, the Requirements for Wheels (peEN13262), Axles (prEN13261), and Wheelsets (prEn13260).
