THE USE OF GEOGRAPHIC INFORMATION DURING THE PLANNING OF ROADS

The aim of this study is to find out how the use of geographic information can be developed during the process of planning roads. This study was made in the Kuopio Consulting Unit of the Finnish National Road Administration (FINNRA) during the years 1997 and 1998. The planning process of roads used in FINNRA is divided into four phases. Each of these phases deals with a particular road section and while the planning process proceeds from one phase to the next, it becomes more accurate. For example, the purpose of the first planning phase is to determine the necessity for developing the road and in the final engineering plan, the objective is to make the plans and documents required for the actual building of a road. In each of the four phases different types of information about the planning area and its surroundings are needed. In addition, as the planning process progress the requirement for the accuracy of the information increases. The FINNRA research center uses ARC/INFO-program, which has versatile functions for analyzing geographic information. Associated with this thesis the ArcView-program has also been tested. This program has less capacity and fewer properties than ARC/INFO, but it is correspondingly cheaper, and has the advantages that it can be used in personal computers. With ArcView one can examine information received from different sources, accomplish some basic analysis and print illustrative maps.
