Oklahoma's Right-of-way Division has experienced the dramatic effects of downsizing for many years. In 1988, there were 67 employees and in 1997 there were 45 employees. A 33% reduction in force in 9 years. The total number of right-of-way projects completed in 1988 was 52 versus 46 in 1996. With the loss of years and years of experienced personnel, how does one carry out this type of work load. Several innovative ways of doing business has to be implemented. The use of a CAD system put on line, TQM Training, OQI, downsized, right sized, missionized, committeeized, visionized and in some instances, possibly capsized. In most cases, fourteen months would be ample time to work on a project through Right-of-Way Division and Legal Division. However, twelve months or less seems to be the norm. Right-of-way Divisions get stuck with taking up the slack but contracting to service providers can be a saving grace.
