The Louisiana Department of Transportation and Development (DOTD) is divided into 9 regional offices. The 9 regional offices handle most of the construction and maintenance activities within their area. The Utility Relocation Office is part of the Permit Section, which is administered at DOTD Headquarters in Baton Rouge. Utility relocation and Permit staff members attend monthly meeting of the local Utility Coordination Councils (UCC). The City of Baton Rough started the first UCC in Louisiana by inviting local utility representatives to attend a monthly meeting to help coordinate the activities of the utility owners and the City. The utility owners expanded the program to include DOTD and other interested parties. The larger utilities spread the idea to other areas of the state, and formed a statewide committee to coordinate activities and disseminate information to the local UCCs. In addition to reducing construction problems through coordination, the UCCs created Louisiana One Call, and lobbied for the associated legislation. Utility owners are involved in very stage of our design process, beginning at the pre-design meeting, when the alignment is chose, and the project is defined.
