COUNTY PROVIDED STATE ROAD MAINTENANCE
This article describes the successful efforts of a state/county partnership between the California Department of Transportation (Caltrans) and the Orange County Public Facilities and Resources Department (PFRD) to maintain a 7.8 mile (12.5 km) section of the San Joaquin Hills Transportation Corridor Tollway (State Route 73). The partnership came about after Caltrans, under a hiring freeze at the time SR 73 was completed, became unable to directly provide maintenance for this section of the Tollway. The Orange County PFRD was chosen as the most logical and capable choice to oversee the maintenance of this stretch of roadway. The resources, experience, and practices of the Orange County PFRD that enabled it to successfully provide the necessary maintenance for the Tollway while keeping expenditures low are discussed.
