A COOPERATIVE APPROACH TO WATERWAYS MANAGEMENT: RANK BY RISK, TARGET BY RANK (R2TAR)
This article provides an overview of the Rank by Risk, Target by Rank (R2TAR) cooperative waterways management approach in the U.S. Coast Guard's 17th District in Southeast Alaska (SEAK). The R2TAR approach consists of a waterways prioritization project and initiatives, set up in partnership with regional waterways managers and stakeholders, created as the result of a comprehensive waterway study conducted to develop a systematic process to measure perceived risks in SEAK waterways. Specific goals of R2TAR, as well as some ongoing projects and programs initiated by R2TAR recommendations, are discussed.
