FINANCING AND ECONOMIC EVALUATION: INTRODUCTORY REPORT
Presents an overview of worldwide experience in road financing and search for innovative methods aiming to alleviate budgetary constraints, enhance private sector involvement, and increase efficiency. Main constraints to overcome are defined as follows: development of political consensus and acceptance of tolling by the public; setting up a transparent contractual framework for private sector involvement; definition of the socio-economic and financial conditions of the partnership; and, thinking in the long term.
