PUBLIC PARTNERSHIP--KENTUCKY'S PARIS PIKE RECONSTRUCTION PROJECT

Paris Pike, a 12.1-mi (19.5-km) stretch of U.S. 27/68 that runs through 29 of the oldest farms in Kentucky's Bluegrass Region, is nationally recognized for its scenic and historic value. Since the mid-1960s, numerous efforts to improve Paris Pike have been stopped by groups A 1991 Memorandum of Agreement, 1991 Record of Decision, and interlocal cooperation agreements in 1993 finally resulted in guidelines that lifted a federal injunction, allowing the design process for improvements to proceed. Extensive historic research and relic recovery were completed with public involvement. Landscaping plans and specifications were prepared detailing plants, trees, mowing, fertilizing, and watering schedules. The design team developed a goal to minimize cuts and fills in order to make the roadway fit the landscape. The median areas flowed with the rolling hills of the Bluegrass area. A design for grass shoulders was used to lessen the effects of the four-lane asphalt roadway on the landscape. Decorative steel back timber guardrail will be installed to enhance aesthetics and lessen the impact on the roadway corridor. All bridges and retaining wall structures will have a stone facing to resemble the stone fencing along the pike. To further the sensitivity exercised in the design process, innovative contracting practices were used to accomplish constructability--the optimum use of construction knowledge and experience in the design, procurement, and field operations to achieve overall objectives. To measure the effectiveness of the process, the University of Kentucky has been retained to document before-and-after effects of the project on the Paris Pike corridor.
