This paper focuses on the planning processes associated with new automated toll collection (ATC) installations. More than twenty interrelated policy issues are involved. These are divided into three major categories: market share, internal policy, and goal policy elements. The author then describes a model that has been developed to analyze the effects of lane operations, market penetrations of ATC and dedicated ATC toll collection lanes. The model is capable of considering four types of existing lanes: staffed, automatic coin machine, token-only, and user-defined.
