A LOW EMISSION ZONE FOR LONDON
A review and assessment by Westminster City Council of air quality in the Borough suggested that air quality standards for NO2 and PM10 are exceeded now and the objectives in 2005 will not be met. Westminster CC's Planning and Environment Committee resolved to declare an Air Quality Management Area and as a consequence, there is a requirement to develop an action plan. Westminster CC is considering the designation of a Low Emissions Zone, an area into which access would be permitted only to those vehicles or classes of vehicles meeting a prescribed standard of emissions. The main objective of this study therefore was to develop proposals for a practical model Low Emission Zone that would contribute to air quality improvements in central London, specifically in Westminster.
