INTEGRATION OF ACCESSION COUNTRIES IN THE EU: THE CASE FOR RAILWAYS

In May 2003, eight countries with railways will become members of the European Union: Poland, Hungary, Czech Republic, Slovakia, Slovenia, Estonia, Latvia and Lithuania. Bulgaria, Romania and Turkey are also accession countries. The impact of accession to the EU for railway policy in the accession countries is considered. The characteristics of the railways in these countries are outlined with reference to the railway service market, structuring of railways and railway infrastructure networks. The accession countries have committed themselves to implementing the EU acquis upon accession. Administrative capacity is important for ensuring that the regulatory framework works. The state of play of the accession negotiations is outlined and the Community instruments available for supporting accession are discussed. Progress in the process of aligning railway policy in the accession countries with the EU is reviewed.
