THE REAUTHORIZATION PLAN: AGC'S STRATEGY TO IMPROVE AND GROW THE FEDERAL HIGHWAY PROGRAM

The Transportation Equity Act for the 21st Century (TEA-21) is up for reauthorization in September 2003. The Associated General Contractors of America (AGC) is seeking to preserve the gains made in TEA-21, while expanding the size of the program. The AGC would also like to see Congress increase initiatives protect construction workers in work zones, eliminate or reform transportation conformity provisions under the Clean Air Act, and streamline the environmental review and permitting process for new highway construction projects. To fund increases in the highway program, several key revenues raisers are suggested: raising the fuel taxes through indexing, retroactive indexing, removing preferential tax treatment of ethanol users, better enforcement to reduce tax evasion, and spending down the Highway Trust Fund balance. It is estimated that the AGC's recommendations would significantly increase highway funding and allow the backlog of deficient roads and bridges to addressed more efficiently.
