DE FIETS (DE)CENTRAAL: BELONEN!

In the nineties, the Dutch bicycle policy was decentralised so that design and implementation of this policy are now largely a responsibility of the local authority. However, not all municipalities are ambitious in this, causing the social benefits of cycling not to be fully utilised. Due to the social importance of cycling, a more active role of the central government seems to be in order. In this paper, the authors suggest to fill in this more active role by introducing a system of rewards. With such a system the central government is able to stimulate the local bicycle policy, without the need to deal with its contents. The idea behind the decentralisation of bicycle policy is herewith kept upright. The paper furthermore gives a first impression of the layout and feasibility of a system of rewards.
