TBM PROCUREMENT USING RISK ANALYSIS

This article describes a new risk-management strategy that can be applied to the design and selection of tunnel boring machines (TBMs) that are capable of handling unexpected conditions. Two case studies illustrate successful application of the new strategy. The strategy integrates elements combining the construction of the tunnel, the machine's design, and the methods to be used. The stages are: basic design, which is the development of the reference design for the project; risk and hazard analysis, for geology and hydrology, the environment and TBM operation; scope of supply, defining the requirements for all different operating modes; the development of an acceptance protocol for the machine; an O&M manual for the completed TBM; and a data and functionality check while the machine is operating. These strategies were used successfully at the 4th Elbe Tunnel in Hamburg, Germany, and the Lefortovo Tunnel in Moscow, Russia, both of which stretched the boundaries of current technologies, in large part because of their large size.
