SAFETY MANAGEMENT FOR THE INTRODUCTION OF NEW TRAINS

This paper examines the procedures introduced in the UK railway industry to ensure that new rolling stock meets safety standards. All new trains require the issue of a vehicle acceptance certificate including a certificate of conformity for design. Some information necessary for this is not available until late in the building process, and risk assessment is carried out to achieve a temporary non-compliance, as design changes may be made after initial testing. Assessments also include operating hazards, fitness to run, maintenance and overhaul plans. Electrical and physical compatibility with existing railway infrastructure is required, which can be assessed by computer simulation.
