ESTIMATES OF OPTIMAL CONGESTION TOLLS

This paper contains a survey of empirical estimates of optimal congestion tolls under various degrees of congestion. A short discussion of the way tolls reduce travel time for toll road users is included. The models employed represent two genera, one of which represents assumptions and efforts of a group of British authors. The other genus is a similarly related set of papers by American authors. All the papers consider only time and money price variation from the standpoint of facility users; general equilibrium effects on the land and other markets were not treated. This paper compares and summarizes both genera of optimal toll estimates under various congestion (speed) levels. /GMRL/
