GLOBAL INTEROPERABILITY FOR THE NII AND ITS : STANDARDS AND POLICY CHANGES

This paper discusses the issues and current standards-setting work in both the National Information Infrastructure (NII) and Intelligent Transportation Systems (ITS) forums. It describes the relationship between ITS and NII, looks at standards issues and efforts, and the Internet as a model for standards. It concludes with suggestions for creating ITS/NII standards and governmental roles.
