FIFTEEN YEARS OF ENVIRONMENTAL ASSESSMENT OF TRANSPORT PROJECTS: WHERE WE STAND AND WHAT LIES AHEAD

On December 30, 1980, the Reglement sur l'evaluation et l'examen des impacts sur l'environnement (Regulation governing the assessment and review of environmental impacts) went into effect in Quebec. This regulation established a procedure in which all large development projects located south of the 55th parallel are subject to environmental assessment, with the exception of industrial and mining, pipeline and road construction near river bank projects. In addition, the public was given the right to consult files relating to projects during a public consultation time window, and to express its opinion during public hearings. Since then, over 110 projects involving public highways or highway infrastructure, forest, mining or energy roads, railway stations and terminals, airports, and electrical power transmission and distribution lines were targeted by this Regulation and became subject to a governmental decree. This procedure has certainly resulted in significant environmental gains and enhanced expertise in the Quebec transport and environmental areas. based on a study of these many projects, a critical analysis of impact studies and environmental assessment procedures was done by examining the methodology and approaches used, the mitigation measures applied, and the various steps in the process. In addition, an environmental benefits assessment was done using concrete cases. An appraisal will be prepared and procedural and project assessment improvements will be recommended.
