STEPS IN THE DEVELOPMENT OF THE CERTIFICATION EXAMINATION FOR PROFESSIONAL TRAFFIC OPERATIONS ENGINEER

The Institute of Transportation Engineers, on behalf of the Transportation Professional Certification Board (TPCB), retained Columbia Assessment Services of Research Triangle Park, North Carolina, to develop, administer, and score the first certification examination for Professional Traffic Operations Engineer (PTOE). The major steps of examination development include analysis of the responsibilities of PTOEs; specification of a plan for the test; writing, reviewing, referencing, and validating questions; assembly of the examination; and deciding the score required to pass the test. The PTOE study involved two major phases: one in which technical advisors defined the responsibilities of PTOEs and one in which individuals working in traffic operations engineering validated the responsibilities identified by the technical advisors. Having successfully completed the PTOE Survey, TPCB has undertaken an intensive test development process. The closed-book examination will contain 150 multiple-choice questions, many of which involve calculations. The first test will be administered in January 1999.
