ESTIMATING BASE MATRICES: THE COMBINED CALIBRATION METHOD

The Dutch National Model System (NMS) uses a pivot-point approach to forecast future characteristics as a result of changes in socio-economic data, changes in car ownership, accessibility and policy measures. In this pivot-point approach the model system predicts change relative to a base year situation. The predicted change factors, which are specific for O-D relations, mode, and purposes, are combined with base year matrices (by mode and purpose) to generate forecast year matrices (by mode, purpose and time-of-day). The current base matrix is out of date and needs to be re-estimated. The paper describes the theoretical issues of a Combined Calibration technique and its practical use in an integrated system taking account of congestion and time-of-day choice, giving an optimal consistency with the NMS.
