THE ROLE OF PARKING STANDARDS IN SUSTAINABLE DEVELOPMENT

This paper seeks to evaluate the potential role that non residential parking standards can play in sustainable development strategies. The following issues are addressed: (1) the merits of existing approaches which seek to match the level of parking provision provided on a development site to the capacity of the surrounding network and the public transport accessibility; (2) the importance of the view of development sites as trip generators as well as trip attractors and the implications for the specification of parking standards; (3) the relative importance of the level of parking provision for different purposes and groups of users (deliveries, customers, visitors and staff) in different types of development; (4) the level of provision and use which is made of operational and non operational parking in different types of development in different locations; (5) the relationship between parking provision and modal split for employee travel to work; (6) the attitudes of employers to parking provision in development and its role in the location decision; and (7) the modifications to existing systems of parking standards which may be necessary in order to allow their application as part of a sustainable development strategy.
