According to the 1940 Road Haulage Act, a licence for the carriage of goods for hire or reward was subject to a needs test. The licence stipulated the number of vehicles and their capacity, and also the traffic area, usually the county. The 1963 Transport Act called for a three-stage relaxation of restrictions. In stage I the needs test was eased, and in stage II vehicles with special bodies were exempted from the test. Stage III which would have abolished all capacity and territorial restrictions was postponed in 1968, mainly due to the recession at the time. The proper roles of road and rail transport were also being reappraised. Deregulation resulted in fewer refusals of licence applications. Although there were large increases at first in total capacity and the number of haulage firms, this increase has slowed down and reflects general economic conditions. Firms with at least 11 lorries continued to increase their share of the market. Own account transport declined considerably, from 40% in 1961 to 20% in 1974. There has been no serious diversion of traffic from the railways. Liberalisation has resulted in more effective utilisation of resources. It is proposed that stage III should now be implemented. /TRRL/
