LOS ANGELES REGIONAL TRAVEL TIME STUDY

Twenty-three centers in six counties were the focal points for measuring travel time between centers, as well as travel time radiating to and from centers. Routes radiating out of all centers in the principal direction of travel were identified, a standard form for recording data was developed, and an accurate picture of the traffic flow in the area was obtained by combining data gathered from various sources. A validation study was made to verify the professionally gathered data. Isochrones, network relay diagrams, and center ray diagrams were used to report the data. Conclusions and recommendations from the study are discussed. It is recommended that travel time studies which should be conducted periodically, should be made a part of the comprehensive transportation planning process. Consideration should be given to identifying travel time differentials or advantages achieved by persons in vehicles receiving preferential treatment, during the implementation of transportation system management plans including such techniques as ramp metering, preferential treatment at ramps, exclusive lanes for high occupancy vehicles and other such techniques.
