ECONOMIC ANALYSIS ELEMENT
Economic analysis includes the cost implications of lowered service to the public in terms of additional user operations costs due to rougher pavements, and delay costs when traffic is impeded during rehabilitation and maintenance. These factors or elements in the analysis have complex interrelationships with service and safety, thus, a methodology to evaluate the trade-offs for different pavement structures is needed. Such a methodology is presented in this report.
