RATIONAL ROAD PRICING POLICIES IN CANADA
The objective of this study is the development of policy recommendations which will lead to rational pricing of the road system in Canada. Canadian highway costs are divided in this study into costs which vary with road usage and those which are fixed in the short run. This result is used as the basis for a two-part charge system designed to recover all road related costs from road users, and to more efficiently allocate the charge among users.
