CALCULATING THE COST OF PORT CONGESTION
The need for a new formula for calculating freight surcharges is being increasingly demanded among shippers' bodies, particularly in relation to the effects of port congestion. Until recently, only the conferences had come up with workable surcharge rates, but following persistent accusations that the conference surcharge rates have been set too high, a new formula has emerged from the shippers' side. A call for this new formula to be adopted into the shippers' Code of Practice was made at the recent ESC/CENSA conference in Montreux (see Cargo Systems November 1977 pp 71-75). This article based on a report prepared by S Hernandez Yzal, discusses the working of the new congestion surcharge formula which is designed to replace the existing conferences' surchage system.
