IMCO'S 1969 AMENDMENTS OPERATIVE NEXT YEAR

Important amendments adopted by the 1969 Inter-Governmental Maritime Consultative Organization which will come into force January 20, 1978 are designed to reduce the quantity of oil that can be operationally discharged by ships. The amendments prohibit the discharge of any oily mixtures from a tanker unless it is proceeding en route, and the rate of discharge does not exceed 60 1/mi. The total quantity of oil discharged on a ballast voyage must be less than 1/15,000 of the total cargo carrying capacity of the tanker. The ship must be less than 50 mi from the nearest land when this discharge occurs. These requirements have already been voluntarily adopted by fleets of several member countries. They have been incorporated into the International Convention for the Prevention of Pollution from Ships 1973, along with regulations for dealing with other forms of pollution from ships including noxious liquid substances carried in bulk, harmful substances carried in packaged forms, freight containers, portable tanks, or road and rail tank wagons, and sewage and garbage from ships.
