THE NEXT HIGHWAY CAPACITY MANUAL
The author identifies and discusses three important questions with respect to the next Transportation Research Board, Highway Capacity Manual. Who needs a new highway capacity manual? Which agencies have an interest in it, and to what extent are those interests compatible? Users can be catagorized as planners, designers, and operators, the user perspective is expected to remain as it was in the mid-1960's and no attempt will be made to produce a manual that is universally applicable. The focus of the design of the next HCM will be largely U.S. and Canadian audiences. TRB must also consider many viewpoints and interests as the next edition is being prepared. Interest within the Federal Highway Administration is manifested by major research funding being supplied in areas in which there are still gaps in knowledge. The American Association of State Highway and Transportation Officials (AASHTO) has also committed financial resources towards the development of inputs to the next edition. The Institution of Transportation Engineers (ITE) has also expressed considerable interest in contributing to the next edition through the technical committees in its Technical Council. The special interests in and desires for the next HCM of these diverse groups add considerably to the difficult coordination and scheduling efforts required for the next edition. A decision has been made, concerning the timing of the publication, to stimulate the needed research as quickly as possible by all agencies capable of contributing and at the same time encourage the continuing efforts of the volunteers.
