COMMUNITY PARTICIPATION IN ROAD PLANNING

This paper adopts the basic premise that community participation is an essential part of the road planning process. It sets out the purpose of community participation, and discusses selected examples of community participation in Victoria, including comment on points arising from them that should be kept in mind when designing further studies. It then covers various considerations relating to community participation, taking into account local and overseas experience, and reported research. It concludes by summarising suggested guidelines as a framework for effective community participation programmes. /TRRL/
