In order to reduce the cost of highway inspections and improve quality control of aggregates, Iowa launched a program aimed at certifying testing technicians at the producer level. Iowa DOT accepts test data from producers who have demonstrated their ability to control the quality of their product within acceptable limits. This certification program was organized to solve the problem of accepting test data from aggregate producers and Portland Cement Concrete suppliers whose personnel have not performed testing over a very long period of time. The schooling program consists of 40 to 60 hours of very intense training and testing. Part of the program is oriented toward evaluating test data. The program attemtps to ensure that the technician performing the test knows what he is doing and how to interpret the test data. The certification program also involves verifying that the producer has the appropriate testing equipment and that it is operating satisfactorily.
