ENVIRONMENTAL EVALUATION
This draft report attempts to do two things: (1) to investigate the major non-quantifiable factors which arise from road projects, to consider how they occur, how they affect individuals and groups in society and to develop processes for evlauating them, and (2) to develop a framework for road project evaluation, specifically orientated towards these difficult to quantify factors, which includes them with the economic and quantifiable factors in an overall process. In addition, this report complements the previously prepared manual, by providing, for the difficult to quantify factors, the rationale for what was present in the manual, as well as providing additional information and analysis for a full evaluation of these factors. /TRRL/
