MARAD COLLISION AVOIDANCE SYSTEM SPECIFICATIONS
On March 17, 1977, President Carter sent a message to Congress concerning, in part, a requirement for collision avoidance equipment on all tankers over 20,000 tons deadweight entering U.S. ports. On May 16, 1977, the U.S. Coast Guard issued a proposed rule requiring vessels over 10,000 gross tons, both U.S. and foreign, calling at U.S. ports to have collision avoidance equipment. MARAD has required collision avoidance systems on all tankers built with Construction Differential Subsidy since June 30, 1972. This paper discusses collision avoidance systems in general, and compares MARAD specifications with the pending USCG rule. Brief descriptions of the two major systems in current use are also included.
