THE MANAGEMENT OF CHANGE IN SHIPPING (4): PRESENT AND FUTURE ASPECTS OF THE SHIP RESEARCH PROGRAMME IN NORWAY

Since 1966 the Work Research Institutes in Oslo has been involved in problems regarding seafaring in the Norwegian merchant marine. Having experience from experiments in industry (The Industrial Democracy Project LO/NAF), preliminary studies in shipping in 1966/67 showed somewhat different areas of problems: The ship as a 24-hour society and isolation from family raise specific psychological and social problems. Changes in shipboard technology, in the general education system and in the labour market as a whole raise specific demands for new career paths and training conditions within the shipping and between shipping and shore industry. Based upon experiences from two field experiments on board ships, ("Hoegh Mistral" and "Hoegh Multina"); the ship research programme at present focus on the following problem areas: The degree of autonomy of ships from their landbased administration; the internal ship organisation and task structure--the ship as a socio-technical system in view of new technology put onboard; seafaring as a vacation--education and career paths; the impact of ships' physical conditions on working and living activities on board--analysis of the design process; seamen's life (cyclus); relations to families and shore society. In this paper the objectives and action plans of the field experiments on "Hoegh Mistral" and "Hoegh Multina" are outlined. Special attention is given to maritime education and training in view of change in shipboard technology and new ways of organising work.
