IMPACTS OF PRIVATIZATION ON THE PERFORMANCE OF URBAN TRANSIT SYSTEMS

Using monthly data from the Indianapolis transit system for an approximate six-year period (January 1991 through March 1997), this article investigates whether there was a significant change in the performance of the transit system between the pre- and post-privatization periods. The results overwhelmingly suggest that, in the case of the Indianapolis public transit system, privatization has helped reap large benefits in terms of efficiency, effectiveness, and safety. While the magnitudes of the specific results differ, only one out of the seven performance dimensions examined (service utilization) did not improve in the post-privatization era. With privatization, the municipally owned, privately operated Indianapolis transit system has realized significant gains over its publicly operated past.
