A CONCEPTUAL FRAMEWORK FOR DEVELOPMENT OF PERFORMANCE-BASED SPECIFICATIONS (WITH DISCUSSION)

If the goals of the Strategic Highway Research Program (SHRP) initiative are to be realized, a performance-based specification must be developed for hot-mix construction, mixtures, and/or component materials. Ideally, this specification will foster cooperation and teamwork between the contractor and the owner and be equitable to both sides. The desired quality of work is stated in terms of the desired performance of the construction. The producer or contractor is allowed the fullest possible latitude in materials and in the methods through which the desired level of performance is obtained. Most important, with a properly developed specification, the payment to the producer or contractor is made according to the potential performance of the materials and the construction. The purpose of this paper is to present a conceptual framework for the development of performance-related specifications. The essential components of the framework are presented, and an example of the application of the various models needed for the specification is demonstrated.
