SAFE CYCLING: A DEFENSIVE STRATEGY PLAN FOR URBAN AREAS WITH PROPOSALS FOR MELBOURNE
This report develops the concept of defensive bikeway planning strategy coupled with a defensive rider education programme, that will result in the creation of a metropolitan network of arterial bicycle routes mainly on existing roads, but linked by direct routes across Melbourne's many physical barriers and upon which there will be a higher standard of riding behaviour. Reasons for increasing bicycle use are explored and recent overseas developments are reviewed and analysed. Appendices include the recently completed bikeway plan. /TRRL/
